Matua Whangai means that we are committed to returning children to their whanau, hapu, iwi.

Criteria for Services - Children between the ages of 0 - 16 years in need of care and protection. We don't accept Youth Justice referrals. We offer support services to families of children referred to us by CYFS. We provide social services to families in the community.

Te Timatanga - Origins

In 1936, the Otautahi (Christchurch) Runanga was established by Mana Whenua to provide for the social, cultural and spiritual needs of Ngai Tahu. The underlying philosophy of the Runanga was and still is "Aroha ki te Tangata" care and concern for the wellbeing of all people.

Te Kaupapa - The Basis

In 1986 Matua Whangai was established in Otautahi. In July 1988, Otautahi social Services was established by Te Runaka ki Otautahi o Ngai Tahu as an approved child and family support provider with a priority to Ngai Tahu and to the Maori community.

On 31 January 1998, Te Runaka ki Otautahi o Kai Tahu exited social services.

On 1 February 1998, Otautahi Social Services Trust, an approved child and family support provider under sections 396 and 403 of the CYFS Act continues to maintain the service.
